2. Urbanization Agreement Urban Area Eindhoven / Jan Boersma
In November 2020, the MIRT study on Urbanization and Accessibility Brainport was completed. This has led to follow-up agreements between the national government and the Region. One of those agreements is the drafting and signing of an Urbanization Agreement between regional municipalities SGE, province of North Brabant and the State. With this proposal we present the main line of the draft Urbanization Agreement; the vision part.
College Decision:
- embrace the main thrust of the Urbanization Agreement;
- concretize the settlement part of the Urbanization Agreement based on the outline;
- Inform the City Council through the draft council information letter.
3. Council proposal cooperation ca. with Respectrum Crematoria B.V. t.b.v. construction crematorium at Wolfswinkel cemetery / Jan Boersma
The college is asked to agree to the council proposal and draft council decision "Establish cooperation ca with Respectrum Crematoria B.V. for the purpose of building crematorium cemetery Wolfswinkel".
College Decision:
- To agree to the council proposal and draft council decision "Establish cooperation ca. with Respectrum Crematoria B.V. for the purpose of building crematorium at Wolfswinkel Cemetery";
- submit the council proposal and draft council decision to the council's judgment meeting on Feb. 17.
4. Waste Regulation Implementation Order / Paul van Liempd
On Nov. 30, the college adopted the Waste Ordinance Implementation Order. The executive order had a 6-week viewing period through Jan. 26, 2022. No views on the implementation decree were received. The college is therefore requested to adopt the execution decree Waste Regulation Municipality of Son en Breugel 2021 final and unchanged.

5. First budget amendment 2022 GGD Brabant-Zuidoost / Jos de Bruin
In connection with the expansion of the National Vaccination Program (RVP) for 4-18 year olds, GGD Brabant-Zuidoost offers the first budget amendment 2022. Municipalities are given the opportunity to submit an opinion. The budget amendment is minimal and for this reason the college decides not to submit an opinion to the council.
The college decides not to present an opinion to the council regarding the first budget amendment 2022 of GGD Brabant-Zuidoost.
6. Political Evening program and list of commitments Feb. 3, 2022 / Hans Gaillard
The college discusses the documents scheduled for the February 3 political evening.
7. Answering questions PvdA/GroenLinks and D66 / Hans Gaillard
As a result of the interpellation debate of December 18, 2021, written questions were asked by the council groups of D66 and PvdA/GroenLinks about supervision and enforcement on Hoberglaan. Submitted to the college are the answers to these.
The college decides to agree on the answers to the questions about supervision and enforcement at Hoberglaan.
8. Supplementary (Re)development site Ruysdaelstraat 2; basic plan and start environmental dialogue / Hans Gaillard
On September 27, 2021, Woonstichting 'thuis was given the (adjusted) preconditions and starting points for the desired housing development at the Ruysdaelstraat 2 location. Woonstichting 'thuis presented a plan outline on November 4, 2021, which for the time being meets the 'preconditions and starting points'.
It concerns a plan design with 20 housing units for the 24-hour Health and 23 regular social housing units. Besides the access structure (from the Rembrandtlaan) and parking
(east side) is attention for the public space. It is proposed to request Woonstichting 'thuis to start the environmental dialogue with this plan outline. On December 21, 2021, your college determined that the design in itself is seen as very positive, but requested to investigate whether the parking spaces can be located differently so that more housing can be realized, and also to look at the effects of an additional residential layer. Based on this additional research, it is proposed that no further steps be taken in this regard.
College Decision:
- To take note of the plan outline prepared by Woonstichting 'thuis that meets the "preconditions and principles" for this stage of the process;
- To request Woonstichting 'thuis to initiate an environmental dialogue based on the plan outline for Ruysdaelstraat
dated November 4, 2021 to initiate the environmental dialogue; - Inform the council of this decision and start of the environmental dialogue via a RIB.
- The college agrees with the recommendation with the following additions:
- preference is to re-situate the parking spaces by locating them to the rear;
- to investigate whether space can be created to create an additional residential block;
- further consider the extent to which an additional residential floor can be constructed on the proposed residential block;
- Concerning the proposed changes to hold administrative consultations with 'home.
9. 2022 Participation Agreement, Public Housing Stimulation Fund (SVn).
Our municipality has been implementing the Starter Loan since September 4, 2013. To this end, we have adopted the "Starters Loan Municipality of Son and Breugel 2020 Regulation" (council decision dated August 27, 2020) to replace the 2013 regulation (council decision dated August 29, 2013).
In order to implement this ordinance, a participant agreement was also entered into with SVn at the time. This is a power of the college. This standard participant agreement used by SVn dates back to 1996 and needed updating. This has been done, and therefore the new final standard participant agreement 2022 is now before your college for ratification and signature.
College Decision:
- wanting to continue cooperation with SVn regarding the Starter Loan;
- To ratify the "Participant Agreement 2022" with SVn to replace the "old" Participant Agreement;
- Have the mayor sign the "2022 Participant Agreement.
