1. List of non-public decisions and list of public decisions dated January 25, 2022 / Hans Gaillard

2. Urbanization Agreement for the Eindhoven Urban Area / Jan Boersma

In November 2020, the MIRT study on Urbanization and Accessibility in Brainport was completed. This led to follow-up agreements between the national government and the region. One of these agreements is the drafting and signing of an Urbanization Agreement between the SGE regional municipalities, the province of North Brabant, and the national government. With this proposal, we present the main outline of the draft Urbanization Agreement: the vision section.

College Decision:

  • embrace the main thrust of the Urbanization Agreement;
  • to flesh out the agreement section of the Urbanization Agreement based on the main outline;
  • inform the municipal council by means of the draft council information letter.

3. Council proposal for cooperation with Respectrum Crematoria B.V. for the construction of a crematorium at the Wolfswinkel / Jan Boersma cemetery

The council is asked to approve the council proposal and draft council decision "Establishing cooperation with Respectrum Crematoria B.V. for the construction of a crematorium at the Wolfswinkel cemetery."

College Decision:

  1. to approve the council proposal and draft council decision "Establishing cooperation with Respectrum Crematoria B.V. for the construction of a crematorium at Wolfswinkel cemetery";
  2. to submit the council proposal and draft council decision to the council's deliberative meeting on February 17.

4. Implementation Decree Waste Substances Ordinance / Paul van Liempd

On November 30, the council adopted the Waste Substances Ordinance Implementation Decree. The implementation decree had a consultation period of six weeks, ending on January 26, 2022. No opinions on the implementation decree were received. The council is therefore requested to adopt the implementation decree for the 2021 Waste Substances Ordinance of the Municipality of Son en Breugel definitively and without amendment.

The council decides to adopt the implementing decision for the 2021 Waste Management Ordinance of the municipality of Son en Breugel.

5. First budget amendment 2022 GGD Brabant-Zuidoost / Jos de Bruin

In connection with the expansion of the National Immunization Program (RVP) for 4-18 year olds, GGD Brabant-Zuidoost is proposing the first budget amendment for 2022. Municipalities are being given the opportunity to submit their views. The budget amendment is minimal, and for this reason, the council has decided not to submit an opinion to the council.

The council decides not to submit an opinion to the council regarding the first budget amendment for 2022 of the Brabant-Zuidoost Municipal Health Service (GGD).

6. Political Evening Program and list of commitments February 3, 2022 / Hans Gaillard

The council discusses the items on the agenda for the political evening of February 3.

Following the interpellation debate on December 18, 2021, the D66 and PvdA/GroenLinks council factions submitted written questions about supervision and enforcement on Hoberglaan. The answers to these questions have been submitted to the municipal executive.

The council decides to agree with the answers to the questions about supervision and enforcement at Hoberglaan.

8. Additional (re)development site at Ruysdaelstraat 2; basic plan and start of community dialogue / Hans Gaillard

On September 27, 2021, the housing association 'thuis was provided with the (adjusted) preconditions and starting points for the desired housing development at the Ruysdaelstraat 2 location. On November 4, 2021, Woonstichting 'thuis presented a draft plan that currently meets the 'preconditions and starting points'.
The draft plan involves 20 residential units for the 24-hour Health 23 regular social housing units. In addition to the access structure (from Rembrandtlaan) and parking
(east side), attention is also being paid to the public space. It is proposed that the 'thuis housing association be asked to start the environmental dialogue with this draft plan. On December 21, 2021, your council determined that the plan itself is viewed very positively, but requested that an investigation be conducted into whether the parking spaces could be relocated elsewhere, thereby allowing for the construction of more homes, and also to examine the effects of an additional floor. Based on this additional investigation, it is proposed that no further steps be taken in this regard.

College Decision:

  1. take note of the plan drawn up by the Housing Association, which at this stage of the process meets the 'preconditions and principles';
  2. Housing association 'thuis te verzoeken' requests, based on the plan design for Ruysdaelstraat
    dated November 4, 2021, to start the environmental dialogue;
  3. inform the council about this decision-making process and start the environmental dialogue via a RIB.
  4. The council agrees with the recommendation with the following additions:
    1. preference is given to relocating the parking spaces by placing them at the rear;
    2. to investigate whether space can be created to build an additional residential block;
    3. further examine the extent to which an additional floor can be added to the planned residential block;
    4. to hold administrative consultations with 'home' regarding the proposed changes.

9. Participant Agreement 2022, Stimuleringsfonds Volkshuisvesting (SVn)

Our municipality has been implementing the Starter Loan since September 4, 2013. To this end, we have replaced the 2013 regulation (council decision dated August 29, 2013) with the "Son en Breugel Municipality Starter Loan Regulation 2020" (council decision dated August 27, 2020).
In order to implement this regulation, a participant agreement was also entered into with SVn at the time. This is a power of the municipal executive. This standard participant agreement used by SVn dates back to 1996 and was in need of updating. This has been done, and the new definitive standard participant agreement 2022 is now before your council for ratification and signature.

College Decision:

  1. to continue the collaboration with SVn with regard to the Starter Loan;
  2. to ratify the "Participant Agreement 2022" with SVn to replace the "old" participant agreement;
  3. have the mayor sign the "Participant Agreement 2022."
