The college adopts the decision lists.

2. Opinions land area committee November 23, 2020 / Hans Gaillard

On November 23, the land area committee met. The college is informed of the opinions given by this committee.

The college takes note of the opinions and commitments of the November 23, 2020 Territory Affairs Committee.

3. Supervisory review of archive and information management / Hans Gaillard

The province has informed the college of mayor and aldermen that the municipality is properly overseeing its own records and information management. The college will inform the municipal council of this.

College Decision:

  1. To take note of the supervisory assessment of archival and information management by the deputy states of North Brabant;
  2. Agree to send the supervisory assessment archive and information management archive and information management to the City Council.

4. Opinions Citizen Affairs Committee November 24, 2020 / Hans Gaillard

On November 24, the Civil Affairs Committee met.

5. Plan of approach Sinti pilot and integrality / Paul van Liempd

The municipality has received funding from the State for a pilot "support for Sinti youth. The college has asked for more interpretation of the pilot and the connection with projects aimed at Sinti already underway.
The college is asked to take note of how the connection between the projects is secured, and asked to agree with the plan of action for the pilot.


The college decides:

  1. Agree to the Project Plan Sinti pilot;
  2. To take note of how integrality will be monitored between this pilot and other projects with the Sinti community;
  3. Agree to the RIB text on the Sinti pilot and include it in the next council information letter.

6. Youth care plus contracting 2021 and beyond / Paul van Liempd

Youth Care Plus involves "closed youth care" to youth where there are serious concerns about physical or psychological safety. The contracts with youth care plus providers expire at the end of 2020. A new tender has therefore been conducted. Three youth care plus providers emerged from this tender with whom an agreement will be entered into for 2021 and beyond.

College Decision:

  1. Approves the proposed contracting of Youth Care Plus with the providers Bijzonder Jeugdwerk, OG Heldringstichting and Via Jeugd Icarus, for the years 2021 through 2024, with the possibility of extension;
  2. Takes note of the action of the Municipality of Eindhoven as the contractor of the service agreement (DVO 2017-2021) in the cooperation of the Southeastern Netherlands region.

On July 14, 2020, the college decided to postpone the accession process to the GR Blink. After the discussion in the Cie GZ on October 12, it was agreed to make a decision about joining in the1st quarter 2021. With the administrative letter the municipality informs the GR Blink about what exactly this process looks like.

The college decides to inform the executive board of the Blink joint arrangement about the decision-making process in Son and Breugel by means of a letter.

8. Council agenda December 2, 2020 / Hans Gaillard

The college discusses the items scheduled for the December 2 council meeting.


9. MRE: General Board December 16, 2020 / Hans Gaillard

The next meeting of the General Board of the Eindhoven Metropolitan Region is scheduled for December 16, 2020. Through this advice, the agenda and documents are submitted to the college for notification.

The college decides to take note of the agenda and underlying documents for the consultation of the General Board of the Eindhoven Metropolitan Region dated December 16, 2020.

10. Opinions committee General Affairs November 25, 2020 / Hans Gaillard

On November 25, the General Affairs Committee met. The college is informed of the opinions given by this committee.

The college takes note of the opinions and commitments of the General Affairs Committee of November 25, 2020 and decides to award the volunteer medal to the person the college proposed to the committee.

11. Process of drafting transition vision heat / Paul van Liempd 

On September 29, 2020, the college awarded the contract for the Heat Transition Vision to the Energy Office. Together with the Energy Office, an administrative schedule was drawn up to include the college and council in the drafting of the vision. The college will inform the council about the process of drafting the vision and when they will be involved.

The College decides to inform the City Council about the process of the Heat Transition Vision with a memo.

12. Extend DVO regional procurement of youth aid by 1 year / Paul van Liempd

The service and cooperation agreement (DVO) regional purchasing of youth aid expires on January 1, 2021. In this DVO agreements have been made about the Requirements under which the purchasing organization of the municipality of Eindhoven provides the purchasing of a number of forms of specialized youth aid for the regional municipalities in Southeast Brabant.
It is proposed to extend the current DVO by one year, until the end of 2021.

College Decision:

  1. To agree to extend the existing "Service and Cooperation Agreement for Regional Purchase of Youth Aid Southeast Brabant" for the duration of 1 year, until December 31, 2021;
  2. makes available for the DVO in 2021 an amount of €7,780.64 from the Purchasing budget .

The Mayor authorized Alderman Paul van Liempd to sign the DVO on behalf of the Municipality of Son and Breugel.
