1. Adoption of the list of non-public decisions and the list of public decisions dated November 24, 2020 / Hans Gaillard
The college adopts the decision lists.
2. Recommendations from the Land Affairs Committee, November 23, 2020 / Hans Gaillard
The Land Affairs Committee met on November 23. The council is informed about the recommendations made by this committee.
The council takes note of the recommendations and commitments made by the Land Affairs Committee on November 23, 2020.
3. Supervisory assessment of archive and information management / Hans Gaillard
The province has informed the mayor and aldermen that the municipality is effectively supervising its own archive and information management. The mayor and aldermen will inform the municipal council of this.
College Decision:
- take note of the supervisory assessment of archive and information management by the Provincial Executive of North Brabant;
- to approve the submission of the supervisory assessment on archive and information management to the municipal council.
4. Recommendations of the Civil Affairs Committee November 24, 2020 / Hans Gaillard
The Civil Affairs Committee met on November 24.
The council is informed about the recommendations made by this committee.
The council takes note of the recommendations and commitments made by the Civil Affairs Committee on November 24, 2020.
5. Action plan for the Sinti pilot and integration / Paul van Liempd
The municipality has received a subsidy from the national government for a pilot project entitled 'Support for Sinti youth'. The council has requested further clarification of the pilot project and its connection to existing projects aimed at the Sinti community.
The council is asked to take note of how the connection between the projects is ensured and to approve the action plan for the pilot project.
The council decides:
- to approve the Sinti pilot Project Plan;
- take note of the manner in which integrity is monitored between this pilot and other projects involving the Sinti community;
- to approve the RIB text on the Sinti pilot and include it in the next council information letter.
6. Youth Care Plus contracting for 2021 and beyond / Paul van Liempd
Youth Care Plus concerns 'closed youth care' for young people where there are serious concerns about their physical or psychological safety. The contracts with Youth Care Plus providers expire at the end of 2020. A new tender process has therefore been completed. This tender process resulted in three Youth Care Plus providers with whom an agreement will be entered into for 2021 and beyond.
College Decision:
- agrees to the proposed contracting of youth care plus with the providers Bijzonder Jeugdwerk, OG Heldringstichting, and Via Jeugd Icarus, for the years 2021 to 2024, with the possibility of extension;
- takes note of the role of the municipality of Eindhoven as contractor for the service agreement (DVO 2017-2021) in the collaboration of the Southeast Netherlands region.
7. Administrative letter regarding cooperation with GR Blink / Paul van Liempd
On July 14, 2020, the council decided to postpone the process of joining the GR Blink. After discussion in the Cie GZ on October 12, it was agreed that a decision on joining would be made in thefirst quarter of 2021. The municipality is informing the GR Blink about the exact details of this process in an administrative letter.
The council decides to inform the executive committee of the Blink joint arrangement about the decision-making process in Son en Breugel by means of a letter.
8. Council agenda December 2, 2020 / Hans Gaillard
The council discusses the items on the agenda for the council meeting on December 2.
9. MRE: General Board December 16, 2020 / Hans Gaillard
The next meeting of the General Board of the Eindhoven Metropolitan Region is scheduled for December 16, 2020. This advisory report presents the agenda and documents for the attention of the board.
The council decides to take note of the agenda and underlying documents for the meeting of the General Board of the Eindhoven Metropolitan Region on December 16, 2020.
10. Recommendations from the General Affairs Committee November 25, 2020 / Hans Gaillard
The General Affairs Committee met on November 25. The college is informed about the recommendations made by this committee.
The council takes note of the recommendations and commitments made by the General Affairs Committee on November 25, 2020, and decides to award the volunteer medal to the person proposed by the council to the committee.
11. Drafting the heat transition vision / Paul van Liempd
On September 29, 2020, the municipal executive awarded the contract for the Heat Transition Vision to the Energy Agency. Together with the Energy Agency, an administrative plan was drawn up to involve the municipal executive and council in the drafting of the vision. The municipal executive will inform the council about the process of drafting the vision and when they will be involved.
The council decides to inform the municipal council about the Heat Transition Vision process by means of a memo.
12. Extend DVO regional youth care procurement by 1 year / Paul van Liempd
The service and cooperation agreement (DVO) for regional youth care procurement expires on January 1, 2021. This DVO contains agreements on the Requirements the procurement organization of the municipality of Eindhoven procures a number of forms of specialist youth care for the regional municipalities in Southeast Brabant.
It is proposed that the current DVO be extended by one year, until the end of 2021.
College Decision:
- to agree to extend the existing 'Service and Cooperation Agreement for Regional Youth Care Procurement in Southeast Brabant' for a period of one year, until December 31, 2021;
- proposes making €7,780.64 available from the Procurement budget for the DVO in 2021.
The mayor authorizes Alderman van Liempd to sign the DVO on behalf of the municipality of Son en Breugel.
