No purchase of Woonbedrijf property in Breeakker

The Municipal Executive has decided
not to proceed with the purchase of the property owned by Woonbedrijf in Breeakker. The right of first refusal was established in April
2023. Subsequently, we adopted both the development vision for
Breeakker (northern section) and the public housing program. The amendment
to the Breeakker (northern section) environmental plan was also adopted. This has altered the municipality’s coordinating role
compared to the period prior to the establishment of the right of first refusal in 2023
. In addition, we consider the risks and uncertainties associated with ownership and an
area development, in light of our financial situation, to be high. Taking the above into
consideration, the municipal executive has decided that we will not
accept the offer to purchase the properties from Woonbedrijf. As a result, Woonbedrijf will remain
the landlord. Should Woonbedrijf still wish to sell the homes, it may do so to other
interested parties. However, the right of first refusal remains in effect. Woonbedrijf, its tenants, and
the owners in the northern part of Breeakker received this decision by letter today. On
Wednesday, July 1, we organized a webinar to answer questions.

Preemptive Right Established on the Registered Property


On April 20, 2023, the city council established a right of first refusal on the registered property in a
part of the Breeakker neighborhood so that the city can maintain strategic control over the development of
new plans for the northern part of Breeakker. By imposing the right of first refusal, the
owner is required to offer the real estate to us, the city. The owner is not required to
sell, but if he wishes to do so, he must first offer the property to us. At
Breeakker (northern section), one of the owners is Woonbedrijf. On November 1, 2024,
Woonbedrijf offered its entire property for sale to us. The Municipal Executive of
(mayor and aldermen) has decided not to accept Woonbedrijf’s offer and will not
proceed with the purchase of the registered property.


What has changed since the introduction of the right of first refusal in April 2023?


We are now better positioned to guide the development of Breeakker—northern section—because we have established more frameworks for potential future developments:
a. the adoption of the “Development Vision for Breeakker—northern section—” (adopted on December 12,
2024);
b. the adoption of the “Son en Breugel Municipality Public Housing Program; Building
Communities” (adopted April 3, 2025);
c. the “Amendment to the Son en Breugel Municipality Environmental Plan, First Amendment to the Breeakker Northern
Section” (adopted March 5, 2026).
