Priority List for Network Capacity in Education and Housing Construction Projects

To which projects does this program apply?

This regulation applies to educational and housing projects in the municipality of Son en Breugel that require transportation capacity. These are projects that may be eligible for the “Early Application in the Planning Process” procedure.

Which projects are not eligible?

Projects that do not meet the “ Requirements ” set forth in the policy guidelines are not eligible for inclusion on the priority list. Projects for which there is insufficient information available to conduct the assessment cannot be included either.

After the application deadline, the municipality will evaluate all submitted projects in accordance with the established policy guidelines. A ranking list will be drawn up based on this evaluation. Factors considered include, among others:

  • educational facilities
  • the planned start of construction
  • the social significance of the project
  • the expected completion date

The municipal priority list was adopted by the municipal executive on August 25, 2026, and can be found at the bottom of this page. 

On September 22, 2026, the joint priority list was established in accordance with the Policy Rules for Applications for Priority Transportation Capacity for Housing Projects and Educational Facilities. The complete joint priority list can be found at the bottom of this page. Here you can see the position in which your project has been placed.

You also have the option to file an objection to your position on the joint Waiting List. The objection period runs through September 27, 2026. Before you file an objection, we ask that you contact us first so that we can explain how the joint Waiting List was compiled and clarify any uncertainties. 

Objection Period and Expiration Date

Interested parties who disagree with a project’s position on the joint priority list for housing and educational facilities in the municipalities of Best, Oirschot, and Son en Breugel may submit an objection electronically only through September 27. This is a deadline. This means that if no objection is filed within this period, the right to challenge the joint priority list and/or to base any claim for damages or other claims on it will lapse.

Before you file an objection, we kindly ask that you first contact your representative at the municipality, Cees van Nuland, by calling 0499 - 491 491. We will then explain how the joint ranking list was compiled. This discussion may clear up any uncertainties and could potentially lead to you deciding not to file an objection.

Your objection must include at least the following: 

  • name and address of the submitter 
  • date 
  • a description of the project to which the objection relates 
  • the grounds for the objection 
  • signature

Objections may only be submitted by email to netcapaciteit@gembest.nl. Be sure to include“Objection to the joint rankinglist” in the subject line of your email. 

After the objection period has ended, the Municipal Executive of Best will review the objections that have been filed and, if necessary, adopt a revised ranking list. 

Policy Rules

The City Council has adopted policy guidelines for requesting priority from the grid operator. These guidelines set forth the criteria used to rank complete applications.
