Beethoven Wonen gives housing projects an extra boost by awarding subsidies
The Executive Committee of the Eindhoven Metropolitan Region (MRE) has approved the first
grants under Beethoven Wonen's VEX scheme. This
scheme supports housing projects that are under financial pressure, so that
they can still be realized. A total of 21 projects in eight municipalities
will receive €12.7 million. This will accelerate the construction of more than 1,300 homes.
The Beethoven Real Estate Exploitation Metropolitan Region Eindhoven Housing Acceleration Subsidy Scheme, or VEX scheme, is part of Beethoven Wonen, a collaboration between
the national government, the Eindhoven Metropolitan Region, ASML, and the province of North Brabant. The program aims to accelerate housing construction in the Brainport region by removing financial bottlenecks and supporting municipalities in the realization of affordable housing.
Approved projects
The VEX contributions have been allocated to the following housing projects per municipality:
- Bergeijk – Koolakkers / Westerhoven Noord Sports Park, Aengelag Bergeijk – Kapelledries
III, Dorpstraat 64 Luyksgestel / Meerendreef, A.H. van Papendrechtstraat 4–8 and
Julianastraat 39–43 (62 homes) - Deurne – Grote Bottel phase 1 GHIJ (48 homes)
- Eindhoven – Hartje Barrier, Strijp-S Tribune, Prinsejagt, VB Boschdijk, and Strijp-S – Delta

Distribution across municipalities and project types
Several projects in the Brainport region have received financial support. These include
both new construction and transformation projects, in which existing buildings are converted
into homes. Beethoven Wonen thus supports both larger area developments and
smaller, local projects that contribute to the regional housing challenge.
Role distribution and decision-making
Within Beethoven Wonen, the framework for the VEX scheme is determined by the General Board of the Eindhoven Metropolitan Region (MRE) (
). The Requirements participation in
the scheme are laid down in advance within public frameworks and have been established in consultation
with the partners involved, including ASML, and the municipalities.
The 21 municipalities themselves determine which housing projects they apply for and where they
allocate their municipal co-financing. The General Board of the MRE decides on the
allocations. The Eindhoven Metropolitan Region implements the scheme on behalf of the municipalities.
ASML is a financial partner within Beethoven Wonen and contributes to the total budget of the
program. ASML has no role in the assessment or allocation of individual projects.
This ensures that decision-making remains entirely public and transparent.
Acceleration of housing construction in the Brainport region
The Netherlands is facing a major housing shortage. In the Brainport region, governments and partners are working together
to accelerate the construction of affordable housing. With the first VEX grants
, municipalities are given extra scope to make projects that were in danger of stalling
feasible after all. Beethoven Wonen focuses on accelerating affordable housing construction in the
region for households that are dependent on social housing, mid-range rental housing, or affordable owner-occupied housing.
Great interest and careful ranking
There was considerable interest in the VEX scheme. The budget available for this round was
insufficient to meet all applications. The applications were assessed by the MRE and
ranked according to the VEX scheme, taking into account factors such as planning, phasing
and a balanced distribution of resources across the region. Municipalities have received separate notification of this
.
New application round in March 2026
Beethoven Wonen is working towards a new opening of the VEX scheme in March 2026.
Projects that were not awarded funding in the first tranche can be resubmitted ifRequirements stillRequirements the
Requirements . In addition to
projects from housing associations, projects from commercial and non-commercial
developers can also be submitted in this second tranche, with the municipality remaining the applicant.
Contribution to the regional ambition towards 2033
In addition to the VEX scheme for deficits in real estate development, Beethoven Wonen also has the WMRE scheme (
) for public deficits in land development. With these schemes combined,
Beethoven Wonen is contributing to accelerating the construction of 17,000 additional homes and 2,280 non-independent student units by 2033, in addition to the 45,130 homes from the existing housing deal.
These VEX allocations mark the completion of the first round of the WMRE and VEX schemes.
Beethoven Wonen is now preparing for the opening of the second round of both
schemes.
