When a lot or property is sold by the municipality, the municipality may stipulate Requirements that the buyer will occupy the property himself within a short period of time (the "self occupancy obligation") and that he may not resell the property for a certain period of time (usually 5 years) (the "alienation prohibition"). These Requirements of the sales contract are intended to prevent speculation, hence the name "anti-speculation clause. There is a penalty for acting in violation of these provisions. If you as the buyer want to resell the property earlier, you can apply for an exemption so that you do not owe a fine.
