You may exercise the right to speak on topics that are on the agenda of a Political Evening for the purpose of forming an opinion or passing judgment.

You will then have up to 5 minutes at the beginning of the discussion of that agenda item to explain your views on the topic.

Speech on subjects that are not on the agenda is not possible. In those cases, you can send a letter to the City Council.
