Social housing, declaration of urgency

What is it?

If your income is below a set limit, you may qualify for social housing. On the website of rijksoverheid is the most current information on the maximum level of your annual income.

In urgent need of housing?

Are you in urgent need of housing? Has an emergency situation arisen so that you can no longer continue to live in your home? Is it really urgent and are there no other solutions? Then you may be eligible for priority housing. To obtain this, you must apply for urgency.

One urgency scheme in the region (Eindhoven Urban Area)

There is one emergency scheme for social housing in Best, Eindhoven, Geldrop-Mierlo, Helmond, Nuenen, Oirschot, Son en Breugel, Veldhoven and Waalre. The housing corporations Bergopwaarts, Compaen, Helpt Elkander, 'thuis, Sint Trudo, Volksbelang, woCom, Woonbedrijf, Wooninc. and Woonpartners work together to implement this urgency scheme.

Do you qualify for urgency?

The Requirements are:
  • You are at least 18 years old.
  • You are homeless or at risk of becoming homeless through no fault of your own. In this situation, if you have arranged your own temporary accommodation to bridge the gap, but are unable to live here long-term, you may also qualify for urgency.
  • You need a home, but you cannot buy or rent a home yourself through a private landlord or broker.
  • The combined income of you and any partner is less than €39,055 (2020 price level).
  • You are registered as a house seeker with Wooniezie and/or with Woonbedrijf.
  • You actively searched for housing yourself and did not refuse a housing offer from a corporation.
  • You or your partner, if any, have not previously received urgency that has expired or been revoked.
  • You or your partner, if any, are not registered on the Opportunity and Sanctions List.

Requirements also apply to your personal situation. The Examples of Situations Application for Urgency file shows when you may or may not qualify for urgency.

Your situation determines where to submit your urgency application. If your application is submitted in the right place, it can also be processed more quickly. Below you can read where to apply for urgency.

What to do.

How can you apply for urgency?

Depending on the type of urgency you want to apply for, you contact one of the housing corporations or municipalities of the SGE (Eindhoven, Best, Geldrop-Mierlo, Nuenen c.a., Son en Breugel, Helmond, Waalre, Veldhoven, Oirschot). It does not matter which corporation or municipality you choose. This has no influence on the possible granting of an urgency or the allocation of a residence. You will first discuss with the housing corporation or municipality whether you are eligible for an urgency.

If this is the case, an interview will be scheduled with you. For this, you must bring the following forms/documents:

  • A completed application form for urgency. In this application form, you will also state why you are requesting urgency.
  • Evidence supporting your request for urgency, such as a divorce covenant and parenting plan.
  • Valid passport or identity card of yourself and possibly your partner.
  • Extract from the municipal Basisregistratie PersonenBRP) of no more than 3 months old, showing your family composition and address history. Extract from BRP must be from the municipality. An extract from Mijnoverheid.nl will not be accepted.
  • An income statement from the Internal Revenue Service.
  • A recent paycheck or benefit statement from you and your partner, if any.
  • Proof of enrollment or registration as a housing seeker (with Wooniezie or Woonbedrijf).
  • If you are renting a property a tenant statement from the current landlord.

The cost for an urgency application is €45. These must be paid by pin.

In order to make a proper assessment, it frequently happens that additional documents are requested. Please take this into account.

Review of your application

Your application will be assessed against the Requirements and Criteria of the Housing Ordinance. In the case of social or medical urgency not covered by the WMO, an Urgency Committee will assess your application. For medical urgency that falls under WMO, social or public housing urgency, the municipality or the housing corporation will review your application.

Your situation is carefully reviewed and they take into account your difficulties and abilities. They also look at what you have done yourself to find housing. You will be notified within six weeks.

If you are granted urgency, you will be assigned to one of the corporations in the SGE. In principle, the corporation assigned to you will offer you suitable housing within six months. This is a home that suits your situation in terms of price and functionality.

Because the corporations depend on the housing that becomes available, it is not certain that the offered housing will meet all your needs. If you refuse the housing corporation's offer, the urgency will expire and you will not be able to reapply for urgency under the same circumstances.

Do you disagree with the decision?

If so, you may file an objection within six weeks of the date of the decision. An objection letter should be submitted to the Objections Committee. The address is:

Gemeente EindhovenSector Veiligheid en Bestuurt.a.v. Bezwaar, beroep en klachtenpostbus 901505600 RB Eindhoven

This Appeals Committee handles appeals on behalf of all municipalities in the SGE.

A notice of objection must be signed and contain at least the name and address of the objector, the date, a description of the decision against which the objection is directed and the grounds for the objection. A copy of the contested decision should preferably be included.

If you have lodged an objection, in addition to the urgent objection, you may request a preliminary injunction from the Interim Injunction Judge of the East Brabant District Court in 's-Hertogenbosch, Administrative Law Sector, postbus 90125, 5200 MA 's-Hertogenbosch. There are costs involved.

A request for a preliminary injunction can also be submitted digitally. You can do this via the website www.rechtspraak.nl. You will need an electronic signature (DigiD / e-Recognition). Check the website for the exact Requirements.

Does urgency not work out?

There are several other ways to get housing on relatively short notice. Go to the websites of the housing corporations and look at flex living options or go to Wooniezie.nl.
