First extension of assignment auditor
The council decides to appoint Crowe Foederer as auditor for fiscal years 2025 and 2026.
On April 29, 2021, the council appointed Crowe Foederer BV as auditor for fiscal years 2021 through 2024. Thus, the contract period is about to expire. The contract will be extended by 2 years.
Repeal of Municipal Social Fund Subsidy Ordinance.
The council decides to repeal the 2013 Municipal Social Fund Grant Ordinance effective January 1, 2025.
The council asks the college in response to this agenda item(motion):
- Inform the City Council more actively about policy choices that affect residents, especially when those policy choices are part of a proposal that combines several issues (such as the budget, for example).
- Guide the affected residents to find a good financial alternative.
Property tax ordinance 2025
The council decides:
- Adopt the 2025 property tax ordinance;
- Adopt the 2024 Budget Amendment 11.
Annually, by December 31, the property tax ordinance for the following year must be adopted and published.
Programming work locations Southeast Brabant
The council decides:
- To adopt the 'Vision work locations Eindhoven Metropolitan Region, version 4.1';
- To take note of the Implementation Strategy and the draft Implementation Agenda of the Regional Programming Work Locations Southeast Brabant;
- To terminate the financial arrangement associated with the programming of workplaces SGE.
In September 2022, the province of North Brabant published a new forecast of the need for work locations. The province asked the Brabant regions to draw up new programming for the period up to 2030, with a look ahead to 2040. The goal is a shared vision of the region's work locations so that the region's desired economic development can be facilitated.
Electric charging in Son en Breugel - Charging plan
The council adopts the vision on charging and the charging policy as contained in 'Electric Charging in Son en Breugel - Charging Plan' and decides to use this as a starting point for the further rollout of the public charging infrastructure.
With this plan, we contribute to the Environment and Mobility Vision in which we indicate our commitment to sustainable transportation options, contributing to a cleaner environment and better living conditions. We strive for a future-proof and sustainable mobility system, taking into account the needs of all residents, businesses and visitors.
Development vision the Breeakker - northern part
The council adopts the "Development Vision the Breeakker - northern part -" as a framework document for further elaborations and discussions.
On April 20, 2023, the council established a preferential right on part of the real estate located in the Breeakker area pursuant to Article 4 of the Municipalities (Preferential Rights) Act. In order to clarify whether all parcels encumbered with the preferential right remain under this, a Development Vision was drawn up. This vision has come about after an intensive process - including consultation with stakeholders.
Partial revocation of preferential right area Breeakker
The council decides:
- Pursuant to article 9.5 paragraph 1 of the Omgevingswet (Ow) to partially revoke the pre-emptive right, as established by the council on 20 April 2023 pursuant to article 6 of the Municipal Preferential Rights Act (Wvg), on part of the immovable property located in the area 'Breeakker' in Son en Breugel. It concerns the immovable property indicated on the ground plan drawing accompanying this decision with number 0373.8049.GPN001b dated October 4, 2024 and list of parcels, on which are indicated the immovable property related to the revocation, their size and the names of the owners and entitled parties to the limited rights to which these immovable property are subject, all this according to the state of the public registers of the land registry of (updated to) February 9, 2023;
- To announce this decision to the owners of and the limited beneficiaries of the immovable property referred to under decision point 1, to strike out the preferential right in the public registers and to comply with the requirements of the Ow, the General Administrative Law Act, the Disclosure Act and the Public Law Restrictions (Notification) Act, so that the legal effect as referred to in Article 9.5 paragraph 1 of the Ow arises.
The "Development Vision the Breeakker - northern part -" shows that some of the real estate on which a preferential right has been established does not stand in the way of the desired development of the area. This removes the municipality's interest in continuing to encumber the real estate in question with a preferential right. For the remaining immovable property, the preferential right continues.
Conversion of Dommelvallei Service into business management organization
The council decides
- Not to submit an opinion to the college on the draft regulation 'Common regulation business operation organization Service Dommelvallei';
- with regard to the Business Plan 2.0, to take the liberty of expressing an opinion(amendment).
The Joint Arrangement (GR) Dienst Dommelvallei (DDV) was designed as a public body (Wgr) in 2014. The current form, with a so-called articulated board, consisting of a general board and a daily board, will be transformed into a business operation organization with one board. In this way, the administrative power at the DDV will be strengthened, as the DDV board is in position as the owner of the service and can interact directly with the colleges in the three municipalities.
The council asks the college in response to this agenda item(motion):
- urging within the DDV board and management to start using objectively defined performance indicators;
- reflect these performance indicators in the Service Agreement with member municipalities;
- report these performance indicators, plotted over time, in budgets and annual reports.
Credit request for renovation and preservation of De Landing sports hall
The council decides to provide a credit of € 2,147,000, including VAT, for renovation and preservation of sports hall De Landing. The council adopts the2nd Budget Amendment 2025 incorporating the financial consequences of this decision.
In 2011, sports hall De Landing was completed. During construction, the contractor went bankrupt. Construction was completed by another contractor, under the Requirements that applicable warranty conditions were largely voided. Upon handover, defects were under-reported. In recent years, these defects have come to light. We have taken ad hoc measures to keep the sports hall in use. In addition, there have been developments in the area of sustainability of buildings and installations.
