3 DD archive inspection 26-3-2024

On 26-3-2024 the Regionaal Historisch Centrum Eindhoven (RHCe) performed an archive inspection at Dienst Dommelvallei and the three municipalities. This is a standard inspection that takes place biannually. The final conclusion of RHCe for all four organization is the following: "The Health and management of archival records partially complies with applicable laws and regulations." We will take the following steps after adopting the requested decisions:

  1. we return the SIO report and archives inspection report signed to RHCe;
  2. the council will be informed by a council information letter;
  3. we adopt the relevant recommendations in the Archive and Information Management Improvement Plan 2025-2026.

College Decision:

  • Adopt the Archives Inspection Report and Strategic Information Consultation Report;
  • To include the text as contained in the memo in the next council information letter.

4 Regulation Starters Loan Municipality of Son and Breugel 2025

Since 2013, the municipality of Son and Breugel has had a starters' loan scheme. The starters loan aims to give starters on the housing market a push to purchase a home within the municipality of Son and Breugel. In 2020 an update of this regulation took place, including an expansion of the financial and application conditions. The housing market has changed tremendously as of 2020. As a result, the current Requirements are no longer sufficient to allocate a starter loan. Updating the financial and application requirements is necessary to continue to support the purpose of the Starter Loan. An increase of the maximum purchase price of a home to 90% of the NHG (National Mortgage Guarantee) limit gives first-time buyers more opportunities to buy a home in Son and Breugel. A widening of the re-entry requirement to a maximum of five years after completing studies or leaving the municipality of Son and Breugel gives young adults in particular more room to return.

The College decides to propose to the City Council to approve the following amendments to the Starter Loan Ordinance:

  1. the adjustment of the maximum home purchase price for the Starter Loan to 90% of the NHG limit;
  2. broadening the return requirement to a maximum of five years after completion of studies or departure from Son and Breugel;
  3. To adopt the "Regulation Starters Loan Municipality of Son and Breugel 2025";
  4. To repeal the "Starters Loan Ordinance Municipality of Son and Breugel 2020".

5 Sale of green strip Airborneweg 25a

Proposal for sale of a strip of land in front of Airborne Road 25a. The owner currently has the strip laid out as a garden. Discussions were held with the owner about taking over the residual strip located in parcel SON00 G474. A valuation was added because of the size of the plot, its location in the outlying area and its future use. The owner and municipality verbally agreed to sell the parcel at the assessed value.

The college decides to make the green strip, lying in front of Airborne Road 25a, saleable.
 

6 Decision on objection traffic decision Arafura

On May 22, 2023, the college decides to designate two parking spaces for charging electric vehicles in the Arafura, near house number 10, in Son en Breugel. An objection was lodged against this decision. On October 26, 2023, the college declared the objection unfounded and upheld the contested decision. An appeal was lodged against this decision. The court upheld the appeal, set aside the contested decision and ordered the college to make a new decision on the objection.

College Decision:

  • Declare the objection well-founded;
  • Revoke the contested decision, with the proviso that the traffic decision be repealed.
