Objections JOP

On July 3, 2024, the college decides to grant an environmental permit for the placement of a structure for a youth meeting place (JOP) on the Rooijseweg in Son en Breugel. Between August 8, 2024 and August 14, 2024, the college receives three notices of objection against the above decision. The Objections Committee recommends that two of the three objections be declared inadmissible and that the admissible objection be declared unfounded and that the contested decision be upheld.

The college decides:

  1. declare two objections inadmissible;
  2. declare an objection admissible;
  3. Declare the admissible objection unfounded;
  4. uphold the contested decision;
  5. Refer to the opinion of the Objections Committee for the reasons for the decision.

Decision on objection denial of environmental permit

On July 8, 2024, the college decides not to issue an environmental permit for the installation of a concrete yard fence. On August 20, 2024, the college receives a notice of objection to the above decision. The Objections Committee recommends that the objection be declared unfounded, that the contested decision be upheld and that the request for reimbursement of legal costs be rejected.

College Decision:

  1. Declare the objection unfounded;
  2. uphold the contested decision;
  3. Reject the request for reimbursement of legal costs;
  4. Refer to the opinion of the Objections Committee for the reasons for the decision.

Adopt ROK-VTH 2025-2028

ODZOB has been working for several years with separate frameworks for licensing and supervision & enforcement whose term expires at the end of this year. These are now being integrated into the new framework: Regional Operational Framework for Licensing, Environmental Supervision and Enforcement (ROK VTH 2025 - 2028). The ROK VTH serves the interest of a uniform implementation and enforcement strategy and carries Health a level playing field for the implementation of VTH tasks.

College Decision:

  1. Adopt the Regional Operational Framework for Licensing, Environmental Supervision and Enforcement (ROK-VTH) for the period 2025-2028;
  2. Take note of the further elaboration of the goals for environmental supervision (Guideline ROK-VTH).

Grant to the Son and Breugel Heart-Save Foundation.

To the Foundation Son en Breugel Hart-Save a grant is given for the realization and maintenance of a covering AED-network, This implements the amendment of the city council at the adoption of the Multi-Year Budget 2024-2027. The grant may be awarded pursuant to application of Article 3:36 of the General Subsidy Regulation Welfare Municipality of Son and Breugel 2024.

College Decision:

  1. To grant the Son and Breugel Hart-Save Foundation a structural subsidy starting in 2024 for maintaining a covering network of AEDs in Son and Breugel and to cover this from the Public Health budget;
  2. To give to the Son en Breugel Hart-Save Foundation for 2025 and 2026 an annual one-time subsidy for participation in HartslagNu and to cover this from the Social Domain Development Budget;
  3. thereby invoking Article 3:36 of the General Subsidy Regulation Welfare Municipality of Son en Breugel 2024;
  4. Inform the council about this through the next RIB via a draft RIB text.

The Administrative Platform of the Eindhoven Urban Area (SGE) is scheduled for December 19, 2024. With this B&W note, the agenda and underlying documents are submitted to the college for notification.

Son and Breugel center vision

The center vision Son en Breugel is one of the elaboration programs from the environmental vision Son en Breugel. The college is asked to submit this new center vision Son en Breugel 'Dorpshart aan de Dommel' to the council for adoption. The ambitions 'green center, cyclist and pedestrian central, lift barrier Nieuwstraat, water strategy, lively center and parking at the edges' are translated into a spatial scenario for the center. The vision thus provides direction for the coming years. It also gives a glimpse of an implementation strategy.

The College decides to propose to the City Council to adopt the Center Vision Son en Breugel 'Dorpshart aan de Dommel' dated December 2024.

Land Price Letter 2025

On December 17, 2020, in adopting the 2021-2024 Land Policy Memorandum, the City Council instructed the College of Mayor and Aldermen to annually update the land price letter.

The College decides:

  1. To adopt the 2025 land price letter as per;
  2. for sites where fixed land prices do not apply, commit to independent valuations where market value is determined on a case-by-case basis.

Mobility Plan

The municipality of Son en Breugel strives for a safe, livable and accessible village for everyone. The Mobility Vision defines the ambitions and objectives in the field of mobility and traffic. The Mobility Plan elaborates which measures are desirable in the coming years to achieve these ambitions and objectives.

The college decides to propose to the municipal council:

  1. To adopt the Son and Breugel Mobility Plan;
  2. Prioritize the construction of the three high-quality regional bicycle connections, the local bicycle connection between the center of Breugel and the center of Son and the local bicycle connection between the center of Son and Houtens.

Financing foundation Safe Home Southeast Brabant 2025 and 2026

For the years 2022-2024, Southeast Brabant, in consultation with Safe Home, arrived at a multi-year budget, which was adopted by the colleges of the 21 municipalities in December 2021. For the years 2025 and 2026 (the period of the contract extension) a new multi-year budget has now been drawn up, which is presented through this college proposal.

College Decision:

  1. To agree to the multi-year budget (2025 and 2026), of Stichting Veilig Thuis Zuidoost-Brabant;
  2. To agree to the individual contribution of the municipality of Son and Breugel to Stichting Veilig Thuis Zuidoost-Brabant;
  3. To agree to the annual indexation of the contribution of individual municipalities region Zuidoost-Brabant to Safe Home for the years 2025 and 2026 in the same way as the budget of Safe Home is indexed. For 2025 the index will be 5.71%.

Motion "Decisive in the social domain"

On July 5, 2023, the city council passed a motion: decisive in the Social Domain. A text for the council information letter (RIB) will inform the council about this.

Education Provision Regulation

The current Regulation for Provisions for Housing Education of the Municipality of Son and Breugel was drafted in 2015. Due to new developments, it is due for updating. The Municipal Executive proposes to the municipal council to adopt the new Regulation for Provision of Education in the Municipality of Son en Breugel 2025 and the multi-year investment estimate, belonging to the Regulation 2025. Matching the regulation, a standardized script including checklist and appointment letter has been developed for educational housing projects in cooperation with the school boards . The script including checklist and appointment letter were adopted by the college.

College Decision:

  1. the council proposal Regulation Housing Facilities for Education Municipality of Son en Breugel 2025 to the city council to propose:
    To adopt the Regulation Housing Facilities for Education Municipality of Son en Breugel 2025 and the multi-year investment estimate to the Regulation 2025;
  2. To adopt the Roadmap Educational Housing Son and Breugel including Checklist and the draft Letter of Agreement Educational Housing Son and Breugel.

Extension of pilot indication-free day care Archipel

In thespring of 2023, Archipel Zorgroep took the initiative to consult with the municipality of Son and Breugel about starting an indication-free day care facility. In the form of a pilot, it would be explored whether a freely accessible (indication-free) day care facility in Son and Breugel could be successful. This as an alternative to the Wmo indicated day care. After a positive assessment of the plan, Archipel started the indication-free day care facility in the Dommelhuis in July 2023. The municipality of Son and Breugel granted a one-time subsidy of € 49,313 for this pilot. The pilot was evaluated in the fall of 2024. The conclusion is that the indication-free day care meets a need and is a good and desirable alternative to the (generally more expensive) indicated day care. The provision will be financially covered in 2025 and the intention is to continue the provision after January 1, 2026 and to include this in the proposals for the Framework Memorandum 2026-2029.

The college decides:

  1. To agree to extend Archipel's Indication-Free Day Care pilot from July 1 to December 31, 2024;
  2. by 2025 to deploy indication-free day care as a structural general facility aimed at participation of vulnerable residents and relief of the caregiver;
  3. To provide a one-time grant to Archipel Care Group in connection with the extension of this pilot and to cover it from GALA/SPUK funds;
  4. For the year 2025 to provide Archipel Care Group with a one-time subsidy for indication-free day care and to cover it partly from GALA/SPUK funds and partly from the budget Wmo Day Care;
  5. the intention is to continue this provision beyond Jan. 1, 2026, and to include this in the proposals for the 2026-2029 Framework Memorandum.
