Indexing Security Fund

The Regional Office for Integral Safety East Brabant (RIVOB) is financed from the Safety Fund. No indexing has taken place since the start of the Safety Fund. The income currently no longer covers the (structural) costs of staffing. From a business perspective and in order to maintain a healthy financial situation, the Administrative Direction Group instructed in December 2023 to work towards (annual structural) indexation, so that a healthy financial situation is maintained regarding the RIVOB.

The College decides:

  1. Agree to apply the indexation, starting from the 2025 budget, to the per capita contribution in order to make and keep the RIVOB budget balanced;
  2. Agree with applying the systematics consistent with the growth of the municipal fund (CPB price index: 60% wage rate, 20% IMOC, 20% IBOI).

Decision on complaint

A complaint was filed against conduct of an employee of the municipality. The complaint was handled in accordance with Chapter 9 of the General Administrative Law Act and the 2009 Complaint Regulations. The complaint handler recommends that the complaint be declared unfounded.

The college decides to declare the complaint unfounded, as included in the letter.

Rates subsidy VVE preschool and PM worker in VE 2025

For a number of years, the municipality of Son en Breugel has provided a subsidized offer for toddlers with (a risk of) a (language) delay and an offer for toddlers whose parents cannot make use of the childcare allowance (the non-working parents). For this subsidized offer, the college annually sets the (subsidy) rates for these childcare places. In addition, as of January 1, 2022, municipalities are obliged to provide a contribution to childcare organizations, which offer pre-school education (VE), for the pedagogical policy officer in VE.

The college decides:

  1. Set the subsidy rate for VE preschool for 2025 at €12.29 per hour;
  2. Set the subsidy rate for the pedagogical employee in VE for 2025 at €56.12 per hour.

Powers scheme A 10 for Youth

The youth aid crisis contracts expire 1-1-2026. In order to be able to start the new procurement, a decision must be made on the party who can sign the procurement strategy and make further decisions on procurement. It is now proposed to expand the mandate of the program manager with the ability to conclude and amend contracts regarding youth aid Crisis.

The college decides to adopt the Decision to 2nd Amendment of the Authorization Regulation A 10 for Youth Municipality of Son and Breugel 2021.

Guide to service delivery

We want to improve our own services to residents, entrepreneurs, institutions, associations and other cooperation partners. To this end, the service provision guideline has been drawn up. It was created in cooperation between the Dommelvallei Service, municipalities of Nuenen and Son en Breugel. The guideline helps employees understand what we mean by good service provision and what goals must be achieved. The guide serves not only as practical support, but also as an aid in decision-making on issues that affect service provision.

The college decides:

  1. To adopt the service delivery guideline "Together for the Resident.
  2. Adopt the text for the council information letter.

Adopt area vision for Sonnius neighborhood

As part of the elaboration of the Son en Breugel Environmental Vision, elaboration programs have been drawn up. One of these is the Area Vision Sonniuswijk. The college is asked to submit this new vision to the council for adoption. The themes of agricultural area, agro-industrial area, energy, nature and landscape, housing, activity and water have been elaborated for this part of the countryside. The vision thus provides direction for the coming years.

The college decides to propose to the city council to adopt the area vision Sonniuswijk.

Adoption of Notice of Views zoning plan "Buitengebied; Driehoek ong. 6 rvr" and zoning plan "Buitengebied; Driehoek ong. 6 rvr"

On November 28, 2023, your college decided to submit the draft zoning plan "Buitengebied; Driehoek ong. 6 rvr" for inspection for views for the redevelopment of the location Driehoek unnumbered. 1 view has been received. In the note on views, besides a representation of the views, the response/answer is given. Proposals to adjust the draft zoning plan are indicated in the note of views. The council is now asked to adopt the note of views and the zoning plan as amended.

The college decides:

  1. To propose that the council adopt and adopt the responses to the views, as described and considered in the "Zienswijzennotitie zonemmingsplan Buitengebied; Driehoek ong. 6 rvr", which memorandum is deemed to form part of this decision;
  2. To propose that the council adopt the zoning plan "Buitengebied; Driehoek ong. 6 rvr" with plan identification "NL.IMRO.0848.BP833BUITENGEBIED-VA01" as amended and make it available digitally;
  3. To propose to the council not to adopt an exploitation plan for zoning plan "Buitengebied; Driehoek ong. 6 rvr" pursuant to Section 6.12 of the Spatial Planning Act.

Answer written questions from council parking lots Leeuwstraat regarding plan 'Breugel Bruist!'

By the group Voor U!/VDD have been asked written questions on November 19, 2024 about the foreseen parking places at the Leeuwstraat within the plan "Breugel Bruist!". The college is asked to adopt the answer to this.

The college decides to adopt the answer and inform the council accordingly.

Environment Day Southeast Brabant d.d. Dec. 11, 2024

An Environment Day is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province and the water boards. These agreements can have legal consequences, for example for (yet to be developed) zoning plans. The documents for the Environment Day on December 11, 2024 are submitted to the college with this memorandum.

The college decides to accept the agenda, accompanying documents and annotations made for the Environment Day Southeast Brabant d.d. December 11, 2024 for information.

Signing the 'covenant on bio-based building and growing in the Eindhoven Metropolitan Region'

Within the metropolitan region, the transition of agriculture and the jump in scale offers a unique momentum for municipalities to broaden the palette of new earning models for farmers on the one hand and to accelerate sustainable building and reduce CO2 emissions on the other. The attached covenant includes agreements to stimulate the movement towards bio-based building and growing in the Eindhoven Metropolitan Region.

College Decision:

  1. Adopt the covenant 'bio-based building and growing in the Eindhoven Metropolitan Region';
  2. To request the Mayor to assign the signing of the covenant to Alderman De Jong;
  3. Inform the City Council about this with a council information letter.

RIB repairs flower boxes

In response to a motion on the cost of repairing the flower boxes, we wish to inform the council of the damage and work required

The college decides to adopt the RIB and offer it to the city council for information.

Indexingbudget Pink Foundation

Since January 1, 2022, Stichting Regionale Opvang Zwerfdieren Eindhoven (ROZE) performs the legal task "shelter stray animals" for our municipality. For this, each municipality pays a pro rata amount per resident. Due to a number of erroneous estimates, the price per resident will be increased and a one-time contribution per municipality will be requested to balance the budget again.

The college decides:

  1. Agree with the submitted budget with corresponding indexation of 10%;
  2. Agree to share the additional deficit of €25,175 with an additional deficit for Son and Breugel of €313.95 /year.

RIB Pactum

Pactum is a youth care provider, operating in about 200 municipalities, mainly in the east and south of the country. On May 28, 2024, it was determined by the Youth Authority and the regions involved that Pactum is in step 3 of the national script for continuity of youth care. This means that the financial situation of the organization is worrisome and there is pressure on liquidity.

The college decides to adopt the RIB Pactum and include it in the next RIB.

Transforming forest edge Gentian Avenue

The college would like to inform the council with a RIB about the plan to transform the forest edge on Gentian Avenue into a mantle zoom structure. This can be accelerated by the work related to the network consolidation.

The college decides to adopt the RIB text and share it with the council.
