Zoning plans (and ordinances) will merge into an environmental plan under the Omgevingswet .

The intention is that each municipality will eventually have 1 environment plan. This plan will contain all of the municipality's rules for the living environment. These rules apply to the entire municipality and to everyone who wants to change something in the living environment.

We will have a temporary environmental plan as of January 01, 2024. This is the so-called "environmental plan by operation of law. On Jan. 01, 2024, this "temporary environment plan" consists of all the zoning plans in force and the draft zoning plans that have been put into procedure by us before Dec. 31, 2023. We expect to have a complete environmental plan adopted in 2025 or 2026.

What is it?

The environmental plan states how the land on a parcel or in an area may be used. And what may be built on a parcel or in an area. For example, an area is zoned for businesses or just for housing. The municipal council determines what is in an environmental plan.

How does it work?

Do you want to know what you can build or how you can use the plot? For example, if you are buying a house or want to start a business, the environmental plan answers questions such as:

  • Can I build or remodel?
  • May I establish a business?
  • What can I use a piece of land for?
  • May roads be built?

Components of environmental plan

The environmental plan consists of:

  • 1 Map of the entire municipality. This is called an imagination or plan map. On it you can see where building and/or living is allowed, for example, and where businesses are allowed to locate;
  • rules governing whether and how to build and how to use the land;
  • an explanation explaining the environmental plan and why those rules were chosen.
