Remain critical of expenditures and new tasks
The municipal executive committee of the municipality of Son en Breugel today presented the 2024 annual accounts and the 2026 - 2029 framework note to the municipal council. The framework memorandum is not balanced. This is because the payment of the municipal fund lags behind the tasks that the municipality has and in the coming years a significant cutback is expected from the State.
It is possible that the municipality will receive additional resources for 2026 and 2027 as a result of the May Circular - it was not yet known when the framework memorandum was written. We want to use these resources to implement policies that we have adopted and not new policies, says Alderman Finance Jan Boersma. If these resources become available, it will still be necessary to look critically at the costs of the current tasks and we must be very cautious about taking on new tasks.'
In order to have a sound financial basis for 2026 - 2029, the municipality also uses a number of principles in making policy choices in the coming years. Those guiding principles are:
1. A structurally balanced multi-year budget
2. The basic level of facilities and support for residents is in order
3. No destruction of capital by calling into question decisions already taken
4. New facts and insights can lead to reconsideration of previous decisions
5. More self-reliance and ownership by residents
6. Residents who benefit from something contribute to the costs
7. Organizations and associations generate subsidy income and co-financing where possible
8. Area developments should generate income to enable social developments.
"First and foremost, we must continue to provide a strong (financial) safety net for residents who need it," Boersma said. In addition, the municipality must take into account external factors over which it has no (direct) influence. Such as regional accessibility issues and the war in Ukraine.
Says Boersma, "It is necessary that we take a critical look at priorities together with the City Council because of the financial situation. We are confident, given the measures already taken in 2024/2025 to improve our financial position, that we can continue to work together with the City Council to ensure a healthy future for our community.

The College of Mayor and Aldermen presented the framework memorandum to the City Council. The council will discuss the financial statements and framework memorandum on Thursday, June 26.
