The municipality of Son and Breugel wants to offer starters in the housing market a chance by means of the Starters Loan, a helping hand in buying their first home. These are people who already live in Son en Breugel, or who have lived here and - after studying or working in another municipality - now want to settle in Son en Breugel again. 

Second mortgage 

The Starter Loan bridges the difference between the price of the house and the maximum amount you can borrow from the bank according to the National Mortgage Guarantee. The Starter Loan is a second mortgage; or an addition to your first mortgage. You do not have to pay any monthly fees for the first 3 years. 

You can apply for the Starter Loan online and it amounts to a maximum of 20% of the acquisition costs, with a maximum of €40,000.

Construction

The Starter Loan consists of two parts:

  • Starter Loan: a loan portion that is repaid on an annuity basis
  • Combination loan: a loan portion that accrues. 

For both parts, you will have no monthly charges for the first 3 years.

With the Combination Loan, you pay off your Starter Loan for the first 3 years, so to speak. Because this is done through the Combination Loan, you do not have to pay any monthly fees during the first 3 years. Therefore, the Combination Loan always accrues during the first 3 years. After this 3-year period, the interest and repayment on both the Starter Loan and the Combination Loan are determined based on an income test.

Lender: the SVn

The Stichting Stimuleringsfonds Volkshuisvesting Nederlandse Gemeenten(SVn) ultimately provides the Starter Loan to the applicant. 

The SVn manages the fund of the municipality of Son and Breugel and takes care of the implementation of the loan. This is of course possible as long as there is budget available. 

General Requirements

  • You are at least 18 years old at the time of application.
  • You are entitled to stay in the Netherlands.
  • You are buying an owner-occupied home for the first time.

Target group (bonding requirement). 

You qualify for a Starter Loan if you meet the general Requirements above and one of the Requirements below:

  • At the time of application, you have been living independently in rental housing in Son en Breugel for at least one year.
  • At the time of application, you are occupying a non-self-contained housing unit in Son en Breugel for at least one year. 
  • At the time of application, you have been a resident of Son en Breugel for at least one year and have not previously lived independently (still with parents). 
  • At the time of application, you have studied outside Son en Breugel and wish to return to Son en Breugel within 5 years of completing your studies. Before studying, you lived in Son and Breugel for at least three consecutive years.
  • At the time of application, you are living outside Son en Breugel and want to return to Son en Breugel within 5 years of leaving Son en Breugel. Before you left Son en Breugel, you lived in Son en Breugel for at least three consecutive years. 

(NOTE: If there are two applicants, bonding requirements apply to either applicant) 

Market/home and price segment

  • The maximum purchase price (including remodeling and/or additional work) for an existing and new home is 90% of the NHG purchase limit. For the year 2025, the maximum purchase price is € 405,000, -.
  • To calculate the amount of the starter loan, any improvement costs are taken into account.
  • The applicant may use the Energy Savings Budget and may borrow up to 106% of the home value for this purpose.
  • The purchase always meets the most current Requirements and standards of the NHG.
  • The applicant must personally occupy the home for which a starter loan is provided.

Request

If you meet the Requirements , you can submit an application online. After we receive the application form, the following steps are completed: 

  1. The municipality tests whether you can submit an application to the SVn. If you meet the Requirements, you will receive an allocation decision.
  2. You submit your application at www.svn.nl/gemeente/sonenbreugel. You will need the allocation decision with that.
  3. SVn performs the financial test. 
  4. The procedure ends with the financial settlement.

The College of B&W makes an allocation or rejection decision within eight weeks of receiving the application.
